Thank you for visiting my website! I’m a Republican running for Sheriff in Frederick County, Maryland. I’m a veteran of the U.S. Air Force; a retired Deputy Chief of Police from the Frederick Police Department; was elected to the Frederick County Republican Central Committee in 2010; and have been a licensed Realtor for over 25 years. Since retiring from the Frederick Police Department in January 2013, I completed my orientation as a volunteer driver with the Veterans Administration, allowing me to transport Veterans to the Martinsburg VA Hospital; completed my Associate of Arts degree from the Frederick Community College and am the volunteer announcer at my sons’ sporting events. My, wife, Tracy, is a lifelong resident of Frederick County and a graduate of Thomas Johnson High School. Two of our sons are attending Frederick County Public Schools, while our oldest is a graduate of Tuscarora HS and a freshman at York College of PA. We are also fortunate to have my parents, brother and his family, in-laws, and sister in-law’s family, all living in Frederick County.

As far back as I can remember, my goal was to become a Police Officer. It wasn’t about carrying a weapon, or having authority. I’ve always hated to see people take advantage of others; to see those who can’t or won’t stand up for themselves be mistreated. It may sound like a cliché, but I wanted to become a Police Officer to help others, and to make a difference in the community where my family lives. I believe, after 28 years in the profession, that there is still a lot of work to be done and differences to be made.


I have been in the Law Enforcement profession for the last 28 years, first serving 4 years as a Law Enforcement Specialist in the U.S. Air Force, serving in Europe and the Southern region of the U.S. After my Honorable Discharge in 1988, I was selected to join the Frederick Police Department, graduating from the Frederick Police Academy in January of 1989. During my 24 years with the Frederick Police Department, I competed for and earned the ranks of Corporal, Sergeant, and Lieutenant. In 2008, I was selected by then Chief Kim C. Dine and appointed to the position of Captain/Deputy Chief of Police. During those 24 years, I served with 4 Chiefs of Police and 6 City Administrations. During my career with the Department, I served in the following positions:

In my early years with the Frederick Police Department, I served as the Treasurer and President of the Fraternal Order of Police Lodge #91 negotiating employment contracts for over 19 years.

  • Selected for and promoted to the rank of Captain/Deputy Chief of Police/Frederick Police Department 2008 (after being promoted to the ranks of Corporal, Sergeant, and Lieutenant)
  • Managed all divisions, more than 160+ employees in the Frederick Police Department.
  • Developed great working relationships with public safety directors/managers throughout the county, and other municipalities
  • Supervised preparation for the G8 summit security measures in the City of Frederick. (organized cooperation and assistance from 6 metropolitan police agencies)
  • Implemented new purchasing and equipment installation process, reducing cost for each car and equipment. (saving thousands of tax dollars)
  • Purchased hybrid and smaller vehicles for administrative duties and travel. (saving thousands of tax dollars)
  • Directed staff to use State of Maryland/Prisoner-manufactured products when feasible
  • Implemented ETIX/electronic citation system, which drastically reduced administrative time for officers and support staff processing. (saving thousands of tax dollars)
  • Assisted with language creation for city ordinances
  • Created the Frederick Police Department’s Downtown Unit in 2013, to address increased crime issues.
  • Suggested using current Liquor Board fees given to the City to fund new part-time Liquor Inspector, which was approved and implemented
  • Assisted the management of Frederick Community College with the approval of parking enforcement authority to College Security Staff.
  • Redirected grant funds to purchase a Digital Photo Storage System (saving thousands of dollars in materials and administrative costs from previous system)
  • Assisted with the Communications consolidation process and county radio project
  • Acquired free office furniture and equipment from State Farm (saving thousands of tax dollars)
  • Directed fiscal staff to purchase office equipment and supplies from auction house. (saving thousands of tax dollars)
  • Applied for and obtained Target grant for Law Enforcement to improve the departments website
  • Successfully re-organized FPD Academy structure in 2000. This reorganization increased practical skills and provided a smooth transition from one related topic to the next
  • Helped organize and structure the Frederick Community College A.A. degree in Police Science program for the Frederick Police Academy

  • Created Computer Lab for FPD Academy (reducing the need to travel for computer training saving local tax money)
  • Organized course to certify FPD trained CJIS instructors (reducing the need to travel for training, saving local tax money for all county law enforcement)

  • Experience Deputy Chief of Police for the Frederick Police Department: directed and supervised sworn and civilian positions in all divisions of the Frederick Police Department to include; Patrol, Training, Human Resources, Communications, Records and Property, Criminal Investigations, Drug Enforcement, Community Services, Planning, Fiscal, and all Special Operations Units.
  • Managed, created, and analyzed the Frederick Police Department’s $25,000,000 budget
  • Researched, developed, and created departmental policy and directives
  • Directed, Supervised, and Commanded the Patrol Division for six years (13 Sergeants, 14 Corporals, civilian Fleet Manager and 80+ Officers)
  • Reviewed Internal Investigations and recommended and issued discipline for both sworn and civilian employees
  • Assisted with the agencies Accreditation Process to ensure projects were completed prior to review. Maintained a very open and respectful working relationship with all Divisions in FPD
